Huge investment in HS2 and other large projects are connecting the Midlands and the region is meeting the delivery challenge through maximising new technologies to bring a radical transformation of the Midlands transport and infrastructure network.

About CECA Midlands

CECA Midlands represents over 70 members ranging from large Tier 1 companies to small and medium sized contractors. We exist to support and champion the interests of our members who are building and maintaining the UK’s infrastructure networks in transport, energy, water, waste and communications. Our main areas of operation are Derbyshire, Herefordshire, Leicestershire, Lincolnshire, Nottinghamshire, Northamptonshire, Rutland, Shropshire, Staffordshire, Warwickshire, West Midlands, Worcestershire and the district of Peterborough in the county of Cambridgeshire.

Our work and member benefits include:

Developing people through a robust schedule of subsidised and free training
Working with education providers and other stakeholder to develop the right pathways and standards for people joining and working within our industry
Attracting talented young people to our industry through dynamic career events and activities
Through our London office we engage directly with Government enabling us input and challenge policy

Directors

Lorraine Gregory Executive Director

Lorraine joined CECA Midlands in 2022 having worked in partnership with them on numerous projects over several years in both her roles with the LA and CITB. Starting her career in Education, Skills, and Careers with a focus on education business partnership developments. She brings a vast experience of the construction picture across the Midlands, policy and people development and business management to the organisation. Lorraine is committed to continuing to develop CECA Midlands’ strong membership base and delivering on behalf of members to meet their requirements.

Richard Hague Chair (Non-Executive Director) (AmcoGiffen)

Richard (Rich) is a Regional Managing Director for AmcoGiffen, and joined the organisation March 2025. Previously the Delivery Director for Octavius Infrastructure, which he first joined in 1996. Richard has been a member of the Midlands CECA board since 2017, and Deputy Vice Chair since 2022. Richard is keen to facilitate delivery of clear benefits to members via apprenticeships, lobbying and maintaining the industries voice. Richard believes that collaboration and joining the industry together to speak as one will bring tangible benefits to CECA Members and the sector as a whole.

Andrew Kelsey Vice-Chair (Non-Executive Director) (J McCann & Co. )

Andrew is the Major and Special Projects Director at J McCann & Co. and deals regularly with both SME’s and Tier 1 Contractors. He joined the Council in 2006 and was the Councils representative at the formation of the Foundations Group. He is keen to maintain the impact that CECA has on the wider industry and attract new and diverse entrants. He is keen to promote the benefits that CECA can bring to its members and strongly believes that the organisation should represent its members within the industry to deliver tangible benefits for all.

Steve Lilly Deputy Vice Chair (Non-Executive Director) (Murphy Group)

Steve is an Operations Director at Murphy Group, having previously spent 30 years working in the industry at Morgan Sindall, Morrison Construction (now Galliford Try) and Carillion. Steve’s association with CECA extends back many years, and on joining Murphy Group earlier this year he was keen to continue this involvement. Steve advocates that working together, CECA members see tangible business benefits through enhanced links with government, customers, key industry groups and, of course, each other.
